This is an Opera 9.3 standard skin color swap: black & silver. The main icons used are from dryicons.com & the folders are by Yoshida Susumu "Aqua Candy Revolution" icon set. A few icons from pinvoke.com "Diagona" and the "wand" icon is from blogperfume.com "Blogging" icon set were used to finish the icon set. The voice-microphone icon is by Andre Manga aka Mugenb16 from deviantart.com.
